§ SAALCK Directors' Council Meeting

February 27, 1998, 11:30 - 3:00
CPE Conference Room, Frankfort

Present:
Ken Barksdale (representing Marcia Myers, Larry Besant, Mike Binder, Fran Davis, Karen McDaniel, Hannelore Rader, Paul Willis, Marian Winner (Chair), Miko Pattie, Larry Fowler (CPE), Jim Nelson (KDLA, joined us at 1:00)

  1. Introduction:
    • Marian announced that Fran Davis, the community colleges representative, is now officially a SAALCK voting member. Larry Fowler then was introduced as the CPE staff member who is in the Virtual University Work Group.
  2. DLAC Presentation on March 9:
    • We have been scheduled to make a presentation on Virtual Library Project on March 9 at the Distance Learning Advisory Committee meeting. Larry F. commented that it is at the end of the agenda and might not do justice to the project. He recommended that we make an action proposal for DLAC's approval on March 9.
    • The following items were discussed and agreed upon:
      1. A brief plan of action covering next few months and anticipating a start up date of July 1, 1998;
      2. Ask CPE to hire a consultant to advise on the content and technology issues of the virtual library as proposed;
      3. A pilot or project demonstration would be presented to DLAC for its May meeting;
      4. Appoint a small subgroup to work with DLAC on this project: suggested members were: Marian Winner, Larry Besant, Hannelore Rader, Miko Pattie, Jim Nelson and Dave Ballard (Director of State Network Services)
      5. Miko Pattie will be attached from UK to CPE to work on coordinating this project. Paul Willis affirmed this arrangement.
      6. Our immediate goal should be to seek the most cost-effective & quality-based way to carry this out, avoiding institutional provincialism, and establishing a CVU presence in every county public library as Governor wants. It was noted that CPE or a designated CPE institution may be the most expeditious fiscal officer to handle the mission.
  3. Funding:
    • Larry F. confirmed that SAALCK's proposed budget has been included in the CPE budget request for CVU. In addition to the SAALCK budget, there is a separate line item in the CVU budget for county libraries for $500K non-recurring and $1M recurring costs (for Sitesearch/WebZ). Both the SAALCK and "county library" items are in Governor's proposed budget to be finalized by the Legislature before they go home on April 15.
  4. National Leadership Grant:
    • Larry B. proposed for SAALCK to seek grant funds to develop training tutorial for Virtual Library. There is no matching and funding level is under $250K. Hannelore volunteered to work on this.
  5. Jim Nelson's Report:
    1. KLN wants to migrate to SiteSearch/WebZ to share databases;
    2. It was planned to be contracted to UK due to UK's experience in SiteSearch/WebZ;
    3. KLN's Serials Union List and union catalog need to be continued;
    4. He recommended that there be a library person on CPE to work on this project;
    5. The line budget under Virtual University is from KDLA's SiteSearch/WebZ fund request.
  6. Miko's Report on COC3 Meeting:
    • Miko gave a brief report on the Consortium of Consortia meeting held in Atlanta Feb. 22-24. We have officially been included in the group under "Kentucky Virtual Library (tentative)". There were 6 vendor presentations: CRL, ABC-CLIO, Lexis-Nexis/CIS, American Chemical Society, Chemical Abstracts, Electric Library. COC is trying to use some $muscle to get better consortia pricing for databases. Statement of current perspective and preferred practices for the selection and purchase of electronic information was adopted; so were guidelines for technical issues for contract negotiations and statistical measures for resource usage of web-based databases. Other issues being discussed were authentication, security, funding/governance, ILL in digital environment, Z39.50, etc.
